Committee background
The CFAC provides advice to the University President on campus fee proposals and the consultation procedures used to evaluate them.
Function
On May 15, 1996, the Board of Trustees approved a fee policy for the California State University, described in Executive Order 661 and effective August 23, 1996. The policy delegated authority to establish new campus mandatory, user, and penalty fees to the Chancellor and authority to adjust those fees to campus presidents, with appropriate and meaningful consultation required.
To support that consultation, the policy requires the President to establish a fee advisory committee with student, faculty, staff, and administrative representatives and a voting majority of students. The committee advises the President on proposals to adjust, eliminate, or consolidate existing fees or establish new fees, consistent with statutes and bond-indenture provisions.
The committee’s role at Cal Poly includes:
- Advising the President on campus consultation procedures for proposals to adjust, eliminate, consolidate, or establish mandatory campus fees.
- Advising the President on proposals to adjust, eliminate, consolidate, or establish campus mandatory, user, or penalty fees.
- Advising the President on local financial-aid grant, work-study, and waiver programs needed to address additional student need resulting from new or increased campus mandatory fees.
Membership
The ASI President serves as co-chair. The President appoints the second co-chair from the voting membership.

- One non-MPP staff representative nominated by the Associate Vice President for Human Resources

Terms, support, and meetings
Terms
Two of the four student representatives are appointed to staggered two-year terms for continuity. Other committee members are appointed to one-year terms.
Staff support
Administrative staff are called upon to support the committee as needed.
Meetings
Meetings are scheduled quarterly or on call of the chair.
