Cal Poly's existing Master Plan and Environmental Impact Report was presented to and approved by the California State University Board of Trustees on March 20 & 21, 2001 in Long Beach. The Master Plan and Environmental Impact Report is also available for review at the Kennedy Library.

Physical Master Plan
The CSU Board of Trustees mandates that member institutions maintain an approved physical master plan. This document outlines existing and future facilities needed to support enrollment targets while aligning with educational policies.
Cal Maritime finalized a physical master plan update in 2017, establishing a student enrollment goal of 2,200 FTEs by 2032. The CSU Board of Trustees approved this plan in July 2018. The document functions as “a fifteen-year blueprint for creating an enduring and vibrant campus environment” that supports cadet achievement and institutional values.
The Physical Master Plan comprehensively addresses campus development aspects including enrollment expansion, land utilization, architectural design, and infrastructure systems. Its structure allows flexibility to accommodate technological and pedagogical evolution over time, enabling adaptation to changing institutional needs.

What is the Cal Maritime Waterfront Master Plan?
The waterfront represents one of the most visible components of the Cal Maritime campus, located on San Francisco/San Pablo Bay at Morrow Cove. Key features include a public promenade, breakwater, operational port, and Training Ship Golden Bear.
The plan addresses infrastructure needs and accommodates academic and operational changes over five years, notably the extension of the pier to accommodate Cal Maritime's new ship — the National Security Multi-Mission Vessel (NSMV-V).
The comprehensive master plan considers supporting infrastructure and utility improvements while accounting for campus goals, operations, environmental factors, and waterfront resiliency.
