HONORARIUM (formally Guest Lecture) and other Independent Contractors
Services conducted by small business, primarily independent contractors, sole proprietors, or other small businesses. Service may include speaking, entertainment (balloon-animals), photography, etc.
Steps to Order
HONORARIUM (formally Guest Lecture form)
An Honorarium is a one-time payment per year made only to an individual, who is not a University employee, for a special and non-recurring activity or event for which a fee is not legally nor traditionally required. A requisition must be submitted in CSUBUY prior to services being rendered, preferably one month before.
Honorarium requires…
- a one-time only engagement.
- up to $1,500 for service
- a signed Waiver of Liability, must be signed a day prior to Honorarium being on campus
Honorarium travel is allowed. Follow the proper guideline based on who pays for Honorarium’s travel

Use Direct Pay Request form, Direct Pay-Other category in CSUBUY. If travel is reimbursed, a separate line for travel should be entered in the Direct Pay Request form. Attach the signed Waiver of Liability form to the form.
In Scope for Honorarium (allowable):
- Payments for a non-professional speaker
- Payments for participation in judging an academic or club contest or event
- Payments for participation in reviewing academic programs
Not in Scope for Honorarium (not allowable):
- Payments requiring a signed contract
- Payments for a recurring activity or service
- Payments for the services of a facilitator
- Payments for performances including comedic, dramatic, musical or other similar artistic performances
- Payments for earned income for personal services provided in the connection of a bona fide business, trade or profession such as teaching or writing for a publisher
- Payments to faculty, staff or student employees for their services
- Payments to foreign visitors (nonresident aliens) not approved to work in the United States
If supplier doesn’t meet Honorarium criteria, then go to Independent Contractor
Independent Contractor
A speaker who does not meet the Honorarium criteria is usually considered an Independent Contractor.
Use Independent Contractor Request form in CSUBUY. Select supplier and answer all the questions. Submit form. If $25,000 or over, a competitive bid or sole source justification may be required.
